Washington/Jerusalem – 30 September 2025
Former U.S. President Donald Trump has presented a sweeping 20-point plan aimed at ending the war in Gaza, promising a framework for peace, reconstruction, and long-term governance. The proposal, revealed at the White House and swiftly accepted by Israeli Prime Minister Benjamin Netanyahu, sets out conditions for an immediate ceasefire, hostage releases, humanitarian aid, and the gradual demilitarization of Gaza. Hamas has not yet issued an official response.
The initiative, unprecedented in scope, outlines a staged pathway toward stability in the Gaza Strip, with Trump positioning himself at the center of the transitional process. Key measures include a transitional governance body chaired by Trump himself, a massive redevelopment effort branded the “Trump Economic Development Plan,” and the deployment of an International Stabilisation Force (ISF) to maintain security.
Here’s a clear breakdown of the plan:
1. Gaza Becomes Terror-Free
Gaza will be completely deradicalised and stripped of militant groups to ensure it no longer threatens Israel, Egypt, or its own people.
2. Rebuilding Gaza
A large-scale reconstruction programme will be launched to rebuild homes, schools, and infrastructure for ordinary Gazans.
3. Ceasefire & Withdrawal
-
If both sides agree, the war stops immediately.
-
Israel withdraws to agreed positions.
-
No more airstrikes or shelling while conditions are being implemented.
4. Hostage Release (Within 72 Hours)
Hamas must release all hostages, alive and deceased, within 3 days of Israel’s acceptance.
5. Prisoner Exchange
Israel will release:
-
250 prisoners serving life sentences
-
1,700 Gazans detained after Oct 7, 2023 (including all women and children).
For every Israeli hostage’s remains returned, 15 Gazan remains will also be handed back.
6. Amnesty for Hamas Fighters
-
Hamas members who disarm and renounce violence get amnesty.
-
Those who refuse can leave Gaza safely under international protection.
7. Humanitarian Aid Flows Immediately
Massive aid deliveries will begin at once: water, electricity, hospitals, bakeries, rubble removal, and road repairs.
8. Neutral Distribution of Aid
-
Aid will be handled by the UN, Red Crescent, and neutral NGOs.
-
The Rafah border crossing will open under existing agreements.
9. Transitional Governance (Trump as Chair)
-
Gaza will be run by a technocratic Palestinian committee.
-
Oversight comes from an international “Board of Peace” chaired by Donald Trump and including figures like Tony Blair.
-
This temporary system will last until the Palestinian Authority is reformed and ready to govern.
10. Trump’s Gaza Economic Plan
An international investment and development programme will rebuild Gaza’s economy, modeled on successful Gulf cities.
11. Special Economic Zone
Gaza will get a special trade zone with favorable tariffs and access to global markets.
12. Freedom of Movement
-
No one will be forced out of Gaza.
-
People are free to leave and return.
-
Incentives will encourage Gazans to stay and rebuild.
13. No Role for Hamas in Politics
-
Hamas will be barred from governing Gaza.
-
All tunnels, weapons factories, and terror infrastructure must be destroyed.
-
An internationally monitored weapons buy-back programme will enforce disarmament.
14. Arab States as Guarantors
Regional partners will ensure Hamas complies with the plan and Gaza remains threat-free.
15. International Stabilisation Force (ISF)
-
A multinational peacekeeping force will secure Gaza.
-
It will train vetted Palestinian police and coordinate with Israel and Egypt.
-
A system will prevent new weapons from being smuggled in.
16. Israeli Withdrawal (No Annexation)
-
Israel pledges not to annex Gaza.
-
The IDF will gradually hand control to the ISF as security improves.
-
A temporary perimeter may remain until Gaza is fully secure.
17. Partial Implementation if Hamas Refuses
Even if Hamas rejects the plan, aid and reconstruction will still go ahead in areas cleared of militants.
18. Interfaith Dialogue
An international dialogue will promote tolerance and coexistence between Palestinians and Israelis.
19. Path to Palestinian Statehood
If reforms succeed, the plan opens the door to Palestinian self-determination and eventual statehood.
20. Political Horizon
The U.S. will facilitate direct talks between Israel and Palestinians to create a long-term peace framework.
Summary
Trump’s 20-point peace plan is part ceasefire deal, part reconstruction blueprint, and part political roadmap.
-
Israel supports it.
-
Arab leaders cautiously welcome it.
-
Hamas has not yet responded.
Whether this plan becomes a turning point in the conflict — or another shelved proposal — depends largely on Hamas’ decision and the international community’s commitment.
